| Abstract | : | The concept of the sister city cooperation is arranged in Act on Regional Goverment. The regional goverment are obligatory to carry out consultation and the coordination with the Foreign Affair Minister. it should be that full powers, that was given to the district head in the making process of the Sister City Agreement, has been the document that is strong to make memorandum of understanding on sister city cooperation. Memorandum of Understanding on Cooperation Sister Cities is the legal means that can be used by cities in Indonesia to cooperate with cities overseas partners in order to develop the potential of each. Diplomacy cities trough its embassies and consulates, Meanwhile international organizations such as World Organization of United Cities and Local Goverments, the institution that can be used to develop the potential of sister cities. |
