Abstract | : | This article studies the diverging responses given by local administrations in Indonesia toward the idea of opening access to formal education for refugees. The diverging responses, between those that allow for refugees to attend local schools and those that restrict or prohibit them, take place in the general absence of any national legal and policy provisions regarding the right to education for refugees and asylum seekers. Locating the explanation within the broader discussions on norms diffusion and localisation, we look at six cities in Indonesia – Medan, Pekanbaru, South Tangerang, Semarang, Makassar, and Kupang. We found that there are three factors that shape the responses of the local administrations, namely the degree to which local officials have been socialised and make adaptation to the global norm of child education, the degree of structural constraints imposed by IDCs, and the characteristics of local leadership. |
