Abstract : Background: 2015 is known as the last year from the worldwide agenda called Millennium Development Goals (MDGs). One of amongst MDGs pledge is to ensure environmental sustainability, which aimed to reduce the proportion of the population without sustainable access to safe drinking water and basic sanitation to halves (Goal 7, Target 7C). The condition in West Sumbawa Regency shows that the implementation of Community-Based Total Sanitation had not fulfilled its five pillars due to limited funding resources. Goals: To understand the funding mechanism of Community- Based Total Sanitation program under the Health Department of West Sumbawa Regency Research Method: This research classified as descriptive research with qualitative method and the case study design to describe the program financing of the Community-Based Total Sanitation Program under the Health Department of West Sumbawa Regency. The sampling is purposive sampling method and; in depth interview and document review are used to collect the data. Result: The STBM program under the Health Department are successfully conducted, as shown by the 100% realization of the funds utilization in which most of the fund allocated to the triggering workshop. The establishment of program priority based on the health department’s strategic plan, minimum service standard (IPM), and MDGs whereas the program related to people’s life expectancies to increase the regency’s Human Development Index. The commitment of the regency’s health department was well realized, however the commitments of regency’s inter-related department to CBTS are lacking. The program coverage until this research published, is dwelling on first pillar with ownership of toilet beyond 70% and access to toilet reached 90%. Conclusion: Coordination between related departments needed further enhancement despite the different nature of task, function and program given; in which designed to resolve sanitation and environmental problem in West Sumbawa Regency.
