Abstract : Infrastructure development is deemed as an engine of economic growth for a nation. With regards to infrastructure project delivery, infrastructure investment needs is huge to bolster this nation economic growth. Given the fact that government state budget is limited to fund all infrastructure projects across the nation, Government of Indonesia must encourage private investment to develop infrastructure project. One of the private involvement scheme to fund infrastructure project in Indonesia is Public Private Partnership (PPP) model where the risk allocation between Government and Private becomes an eminent factor and must be evenly distributed to bring a project successfully delivered. Additionally, this research examines and develops stakeholder framework in a decision making for a PPP project allocating risks which eventually will help the decision making of Multi-storey Low-income Rental project development in Indonesia. This research probes the existing established stakeholder framework on a PPP project with Availability Payment scheme using Monte Carlo and Decision Tree analysis methodology. This research is undertaken through developing a rudimentary concept of stakeholder framework in allocating a risk based on study literature and questionnaire survey findings. The questionnaire for this research was distributed to the 42 respondents comprise of stakeholder worked in PPP field as well as infrastructure and housing finance actors. Risk of the project funding is analyzed with Monte Carlo and Decision Tree to depict stakeholder framework in allocating risks.
