E ISSN 1982-3932 doi: 10.4090/juee.2009.v3n1.001006 Simpang Empat Lembuswana Area (SELA) is an area located in the center of Samarinda City, East Kalimantan, with various land uses, so that it becomes one of the areas with relatively high attractiveness and accessibility. Based on the development directions of the urban spatial plan (RTRW) of Samarinda City, SELA is designated as green public open spaces that include plazas, parking lots, and playgrounds. However, the strategic location of the area has triggered an increase in built-up areas around the district, which has caused some environmental problems. The problem of flooding is a major problem in SELA with the duration of flood events being very frequent. Water sensitive urban design concept was used to identify the potentials and problems in SELA. The study was conducted based on a positivistic approach commenced with theory elaboration, and a bechmarking method in order to conduct a gap analysis between existing conditions and ideal concepts based on theories, best practices, as well as standards. It is concluded that the concept of water sensitive urban design, which considers a number of normative standards related to water resources management, is urgently necessary to be adopted for the development of SELA, especially in order to solve flooding and its accompanying problems, thus creating safer and more convenient urban space. |
