Title : Why did the Jakarta administration succeed in relocating slum squatters to the subsidized housing? A case study of tackling underlying social determinants of health for urban poor population

Abstract : Social determinants of health framework argues that improvement of the population health status rooted in their social and economic conditions. The poor get poorer because they live in illegal and unorganized settlements. Informal mafia took advantages from mobilization to informal economies such as selling of illegal alcohol drinks, sex workers, and protection services. Over the years, the city administration are powerless against the slum human rights activist supporters, including public servants who deal with residency related administration. Activist groups argued that presence of the poor in the city center is due to government's failure to provide jobs in their rural original villages and the lack of affordable housing in the city. City administrations have been permissive for the poor taking illegal settlements. This paper describes two explanations as to Jakarta administration’s success in eliminating slum settlement in the city of Jakarta. We use online news informing public on relocation policy of the people living in riverside slum squatters. The paper argues that the city government has eliminated the urban slum squatter due to (1) the use of public health as wells humanrights frames and (2) public support for “better Jakarta movement”. The governor policy create momentum for the coalition of civil society and silent groups. Human rights activist groups which support slum dwellers and attack the government has now take the silent position. Subsidized housing for urban slum squatter is a clear example of upstream social policies that improve both living conditions and better health status. This success story can be a lesson for administrators in other cities in Indonesia and ASEAN countries.
